Following a comprehensive dispute resolution process facilitated by the Independent Redress Mechanism (IRM) of the Green Climate Fund (GCF), the parties involved in case C0010 Uganda have reached an agreement on their complaint regarding GCF project FP034: Building Resilient Communities, Wetland Ecosystems and Associated Catchments in Uganda.

The agreement, reached on 3 July 2025, involves complainants from seven districts of Uganda, in the Southwest (Kabale, Kisoro, Ntungamo, Rukiga, and Rukungiri) and East (Kibuku and Tororo) and the Ministry of Water and the Environment of Uganda. While the parties have decided to keep the agreement confidential, a summary of the agreed issues includes: 

• Identify wetland users and establish a process for project-affected people to access alternative in-kind livelihood options.
• Clarify activities that may be practiced on wetlands, such as collecting water, cutting grass, grazing animals and fishing.
• Conduct study tours for complainants to learn about alternative livelihood practices in other districts of Uganda.
• Determine wetland boundaries and demarcation.
• Ensure stakeholder engagement processes.
• Ensure the functioning of project-level grievance mechanisms at the village, subcounty, district, and national levels.

Next, the IRM will prepare a problem-solving conclusion report and start to monitor the commitments agreed to in the signed agreement. Following the successful monitoring stage, the IRM will close the case.
